We use sub-lists for this. The first list, say LIST1-L has all the subscribers. The second list, LIST2-L has no subscribes but has a "Sub-lists= LIST1-L" header entry. Since this is just an announcement list, that is probably all you have to do. If subscribers could post, LIST2 would also need a Send= (LIST1-L) header also.
