I don't know about listserv, but you could set up CRON to change
permissions on these files once a day, week month or whatever.
Log in or su to listserv and crontab -e

We are running LISTSERV under UNIX. The notebook files are being written
out in such a way that users can do an anonymous FTP to view the files
(a much better way than receiving them via e-mail). The problem is these
files are being written with the wrong access permissions. Is there some
way I can tell LISTSERV to wrire these files so they are readable by all?
