I just issued a RELEASE command with the following as output.  I'll bet that you don't get any extraneous distributions.  Also, please check your outbasket to see if you have any old messages awaiting to be resent.

You might want to update your list's definition

from:

* Send= Editor,Hold

to:

* Send= Editor,Hold,Confirm

Also, you have duplicate REVIEW= keywords
