The USA power outages will give you some insights into the "meaning" of
various  diagnostic messages generated due to out of service conditions
i.e., instead of "unable to deliver" (or some such), you'll notice
messages about userids not found, unable to gateway,  sorry, that domain
isn't in my list of allowed rcpthosts (#5.7.1)
