Are you using the latest level set? We do not block attachments on any of our lists, so I have not seen the problem in this context. Since most of our lists members use Notes, it was a common problem to see commands go unrecognized with 1.8e when it was first released. They first level set released fixed it for commands... I do not know how it might have affected attachment detection. FWIW, the prior version of 1.8e effectively required "<CRLF><CRLF><visible boundary>" to work.
