The other advice you have received so far is correct, but not
sufficient. In addition to using LSMTP Classic (and having it
configured to accept mail-merge jobs from LISTSERV) and to defining a
bottom banner, you also must have the Mail-Merge=Yes keyword defined
in your list header. Having all of the above, you can use &*TO; in
your bottom banner and that will be replaced by the email address.

Warnings about extra bandwidth are somewhat true, from the point of
view of LSMTP delivering the mail. From LISTSERV to LSMTP there is
very little extra bandwidth used. LSMTP does the merged deliveries
very efficiently, so while the deliveries may be slower, you may not
notice much difference unless you are sending to a very large volume
(in which case you may want to have several LSMTP servers anyway for
load balancing).
