An often overlooked point - make sure the MTA software on the Listserv machine (whether it be Sendmail, LSMTP, Postfix, QMail, or whatever) is configured to accept mail for both listserv.panam.edu and listserv.utpa.edu as "local". Failure to do so will result in Sendmail tossing a 553 5.3.5 listserv.whatever.edu config error: mail loops back to me (MX problem?) error - where "whatever.edu" is the address you didn't configure in. Other MTA software will produce their own error msgs....
