This applies to all messages from non-subscribers and to the first-ever message from a new subscriber (subsequent messages from the same subscriber are not delayed). The solution for non-subscriber addresses is to make the sender/From: address a subscriber, even if set to NOMAIL. You can also turn off the anti-spam delay on a per-list basis, but this is not recommended except for one-way, announcement lists where all postings are moderated and approved.
