The "On Behalf Of" is an artifact of MS Outlook. This is the way Outlook chooses to display the presence of both a From: address field ([log in to unmask], a person) and a Sender: address field ([log in to unmask], the list used for distribution of the msg). A From: address is required, but you can prevent the Sender: field from being written (and also prevent this "On Behalf Of" construction) with the List Configuration setting Sender= None. As others have suggested, if you don't want an individual's address to appear in the From:, then you need to create a special impersonal 'role' email account (such as [log in to unmask]) to author the message.
