It doesn't appear to be published in DNS currently. You can check by using nslookup to find a TXT record for the name _dmarc.att.net for att.net. Yahoo's is at _dmarc.yahoo.com. Anyone using the sbcglobal.net domain will be using Yahoo's mail system.

I noticed that Google has a DMARC record published for gmail.com, but it's set to "none." Google.com is set for "quarantine."
