What are the keywords (and possibly command) to
setup a list so that only subscribers may self-moderate post AND
still have a Moderator approve the self-moderated post for
distribution? No mail (not even from an owner or
editor/moderator) should be able to be distributed without
approval from an editor/moderator.
Though I've read the manuals, I'm unclear if these two can be done
in the same list.
