If a list is  declared as Review= Private and you only want  to get the header,
the setting  of REView should  be bypassed. I was  trying to REView  the header
for MAILBOOK@RICE, for which  I have set a peer list, and I  got '* You are not
authorized to review list MAILBOOK', so that  I had to ressort to say LIST LONG
to the  RICE listserv...  Poor in  terms of  network load.  On the  other hand,
I  know  that  lists are  usually  set  to  Review=  Private to  avoid  trivial
reviews... What to do?
