The GET quota exit has been changed in the following ways:

- The default exit will now let the first file ordered in any given day exceed
  the MAXGETK quota. Thus users will never be prevented from ordering large
  files.

- Postmasters are now subjected to the exit, too, but the default exit will
  let them through as before.

- A free-format "user data" string is now maintained by LSVGET for the
  exclusive use of the exit. It is extracted from the GETLOG file, and
  defaulted to '' if not found. LSV$GETQ may return a modified value to be
  stored back into the GETLOG file.

These changes should make it easier to write more complex exits.
