Sounds like a good idea.  The concept of a local overriding hate
list sounds especially useful.
 
By the way, RFC1123 has a few things to say about the format of dates.
It admits that it was foolish all along to prohibit 4-digit years and
gives an official blessing to them.  LISTSERV could lead the way in
adopting the newly improved standard.  It also admits another folly:
the so-called "military" time zones were all backwards from actual
military usage!  RFC1123 officially removes the blessing from those
one-letter time zone codes.
