       Has anyone done a study of the actual cost of one of these
       infractions in terms of transmission and storage? There is
       nothing like solid statistics to get bureaucrats to act on an
       infraction. If you can say that the mailing cost $X, the
       situation takes on real meaning. As long as it remains vague
       allegations about inconvenience, it is highly unlikely that any
       real action will be taken. -- Paul.
