The contents of the RFC822 header  aren't available to the top and bottom
banners. They  are meant for legal  warnings, information on how  to sign
off and the like - things that don't depend on the message. It looks like
what you're  trying to do  is activate  something similar to  the DUALHDR
subscription  option. Maybe  what  you really  need is  "Default-Options=
DUALHDR".
