Any ideas will be appreciated. On my list, FILMUS-L, the default is REVIEW. When a new subscriber posts for the first time, it is routed to me for approval; if the post is legitimate (not a spam or something else inappropriate), I "ok" it and immediately set the subscriber to NOREVIEW, and he/she can post without my intervention from then on. Something like this would help in your case to stop the unwanted person from getting around your filter by changing addresses.
