Yes, you can set that user to NOPOST. The caveat is that the user can unsubscribe after you do that and then resubscribe and be able to post again. See the List Owner's Manual, chapter 5.3.9. If needed, you could add in the list header: * Default-Options= REVIEW which will cause each user to be set automatically to REVIEW when they subscribe. This causes each posting by that user to be forwarded to the list editor (or list owner, if no Editor= is defined) for approval before it is distributed. You can then decide whether or not to change the user to NOREVIEW based on whether or not the postings meet your standard. See chapter 5.3.11 for more info.
