I will defer, of course, to someone running a Windows version of
LISTSERV but one can get a similar error with the UNIX version.
I would venture the listserv does not have write permission on
the E:\FTP\LISTS\BEHCET.CATALOG file or worse that the file does
not exist or a reference to it is not spelled correctly.
