I believe so, via the * LOOPCHECK keyword, but never having done
so myself:

Determines the type of loop checking performed by LISTSERV to avoid perpetuating
mail loops.  The default is "Loopcheck= Full".
 
No doubt the LSTOWN-L archives will review the subtleties
of this approach.
 
My only question is how will the recipient know that it is
NOT a duplicate message?
 
I mean if I got 10 messages that said
 
EVERYTHING IS OK
 
I'd start to wonder if everything was REALLY OK ;-)
