The receiving SMTP handler attempts a reverse DNS lookup on the From: address in incoming mail. If that fails (and Pete points out why it can in this case, too many MX hosts, with tables slightly out of sync) then the mail is rejected (but not always depending on which hosts are processing the mail on that try). This effort has the side-effect of slowing down incoming mail by a good deal. The user needs to complain to their ISP that legitimate mail is being blocked.
