It's into to the car. There is no way under NT or unix to restart the server automatically after you stop it, which is why that command is marked "VM only". (Actually it works under OpenVMS as well but I didn't know that when I wrote the manual.) Under NT, if you have a telnet daemon for NT, you can log in and do NET STOP LISTSERV followed by NET START LISTSERV from the console, but as I say, this requires that you have a telnet daemon running on the box.
