DISTRIBUTE jobs make no reference to the List Header so of course they will not
pay attention to a PRIME= statement. You can include a similar PRIME= sttament
as part of the DISTRIBUTE job command syntax.
e.g.
//FOODTV-0424 JOB PRIME="MON: 00:00-17:59; TUE-SUN: 00:00-23:59"
// DISTRIBUTE MAIL-MERGE DBMS=LIST(FOODTV) PW=au33402 ,
[log in to unmask]
//TO DD "1=1"
//DATA DD *,EOF

This is automatic e-mail that you requested from Food
Network. Please do not reply to this e-mail. Replies go
to the automatic mailer and cannot be read.
...
Since DISTRUBUTE jobs, by definition, do not pass through the list, they are not
archived. Via a complex process, you can set everyone in the list to NOMAIL,
and then subscribe the list to itself so it will receive a copy of the message
and enter it in the archives, but you must be quite careful how you do this.
