correct.  CHANGE is internally an unsub/SUB operation but duplicate
subscriptions are not allowed so the resub part cannot succeed.  The removal of
the old address cannot be done until the new address is successfully subscribed.
Since that cannot be done, neither can the old address be removed.

yes, but only if the CHANGE command fails as in the above case.
