I don't know of any current settings that would do this, but I also
think it would be a very desirable feature to have. I'd make it the
default on my server for lists that permit attachments.
As soon as the Attachments= No feature came out, I made it the default for
new lists, but I'd say about half the new list requests come through with
'permit attachments' selected. Despite warnings on the request form...
