I have been managing a medium-sized list for almost 2 years and I have the
same problem you do ... you can tell the docs were written by techies (no
offense intended, I am one!) because they only tell you how to do things
if you already know the product well enough to know what to look for.

I don't think an index is adequate, I think what's needed is a list of
things you might want to do with references to the section of the manual
that tells you how to do them -- a sort of "How do I ...?" list.
