I prefer:

Default-Options= NOPOST

and change selected posters (who might also need to be set to NOMAIL) to

SET listname POST FOR userid@node

Of course anyone else (whether subscribed or not) will NOT be able to
post and it will be rejected with text from a (default) list template.
