Byron, correct me if I'm wrong, but you appear to be assuming that
Microsoft Outlook does not or can not ask the user if s/he wants to send a
read-receipt notification.  That is incorrect.

Excerpt from Outlook Help:

   Automatically process requests and responses

   1. On the Tools menu, click Options.
   2. Click E-mail Options, and then click Tracking Options.
   3. At the bottom of the dialog, there are three radio buttons:

   Use this option to decide how to respond to requests for read
   receipts.  Only applies to Internet Mail accounts.

   () Always send a response
   () Never send a response
   () Ask me before sending a response
