The Listserv owners manual is silent on this matter, but I have "by
owner" (singular) coded on one of my lists. Normally I'm the only
non-quiet owner, but when I'm temporarily gone, and I make another
owner "non-quiet" as well, we both get the subscription requests
forwarded to us.
