SYSTEM_CHANGELOG=1 The default of "off" is =0
Under 1.8e, you can also use rotation....
SYSTEM_CHANGELOG=WEEKLY
SYSTEM_CHANGELOG=MONTHLY
SYSTEM_CHANGELOG=YEARLY
SYSTEM_CHANGELOG=SINGLE (which is the same as =1 or "on")
