Do you want the subscribers to opt-in or -out of the "discussion" topics?

The way you have proposed, they will have to out-out.

Messages sent with NO topic or an incorrect topic are treated as the
reserved topic OTHER:


Adding topics to the list definition does NOT alter existing
subscribers.  As a rule, I explicite do QUIET SET[s]  for existing
subscribers when altering an existing list.  That may not need to be
done, but then I don't have worry about residual info.
