Hey, Doug!
I'm not sure of any global command, but if this is something you think you may
have to do on a (semi)frequent basis, here's what we do here.
Create a list with the owners in it, say LISTOWNERS-L.LIST. Then in each
list on your site add the line
* Owner= (LISTOWNERS-L)
That way, whenever you need to add or remove a "global" owner, you can do it by
removing them from LISTOWNERS-L, rather than each list.
