What it means is that the list has had too many attempts to send. What you'll need to do is go into LISTSERV from the web interface and type "free <listname>" to release the jobs. However, you might want to check the spool first using jobview to make sure it isn't spam or viruses-if so, clear the jobs from the spool before you free the list.
