What about using a superlist? Messages sent to a superlist are distributed to
all subscribers to all sublists under the superlist, regardless of NOMAIL
status. If your site administrator would establish a superlist for you, you
could configure it to have the list to which you wanted to send your message as
the only sublist. Any message you sent to it would then go to all of your
subscribers, including those set to NOMAIL. If you own any other lists, you
could add them as sublists to the superlist whenever you wanted or needed. You
can swap them in and out at will. All it takes is changing the appropriate
lines in the superlist's list header.
