It's not exactly what you asked for, but maybe the NOPOST option
is what you need. When a member's subscription is set to NOPOST, they
still receive messages and get into the archives (if applicable) as usual,
but they can't post to the list. If they try, the server sends them a neat
little "you are not authorized to post to the list" note back.
I have my list set up that by default, all new subscribers are set
to NOPOST while they acclimate. It's a good way to keep a lid on the
hotheads who like to blow into a community and immediately flame out with
both feet in their mouths. :) After 2 weeks I remove the NOPOST setting
from each subscription individually.
You can set your list up to automatically make new subscriptions
NOPOST by including that term in the "Default-Options=" line of your list
header. As an example, that line of my list's header (ignore the other
terms, just there for spacing reference) is:
Default-Options= NoFiles,SUBJ,REPRO,NOACK,NOPOST
I'm very rusty on email commands, PLEASE consult the manual

here before you try this, but you can set all of your existing members
NOPOST at once with an email command. If I remember correctly, it's:
set LISTNAME nopost for *@*
