Topics and default topics

Folks.

I have a listowner with more than 500 subscribers who have several
topics in the header of the list.

Now he wants to add a new topic for all new and existing subscribers.

 My question is:

            Is it possible to have both a topics= keyword with a list of
topics and a default-topics= keyword for the list.

 Should the topic name be added to the list of topics in the topics=
line before defining the default-topics= keyword?  Or should the new
topic be listed in only the default-topics= line.

Of course, there is also the problem of whether or not a listowner has
the wisdom of "forcing" subscribers to receive a certain topic, but that
is something the listowner will have to think about.
