Since we upgraded to 14.4, we've had some complaints about the table
of contents in the web interface.

Many times, a subject that is (as far as I can tell) indentical will
get separate listings in the table of contents.

Examples of the subjects that I would not have expected to be in
separate lines are: "Gathering of lissuns in Indianapolis?', 'A
general thank-you' and 'A New Convert (Long and 'ware Spoilers)'

Is this something we can modify with a setting?  If not, I'd like to
suggest that it's a bug.
