Pete suggested using bcc for all-request to keep everyone from seeing it:
clearly, I should have thought of that, but didn't.

Douglas Winship suggested subscribing all of our owners (quiet and
non-quiet) to a list. Unfortunately people unsubscribe themselves, and
with over 2000 lists, there's a lot of ownership turnover. I would need
either a manual process (me???) to identify changes daily and update it,
or develop some kind of automated process.
