There is no header for "moderator."  Instead, you put the Internet
address of the moderator (usually the same as OWNER=) in the
EDITOR= line, and then change the SEND= line to "SEND= editor"
 
As for what you call "monitoring," I handle this by having a set
of boilerplate files on my VAX account that I simply attach to those
messages that I reject.
 
Lots of luck.  Moderating a list is more work than unmoderated, but
not terribly much more.
