Yes, that  would make sense;  on the  other hand, a  lot of sites  have a
public (READ=ALL) minidisk where archives of public lists are stored, and
users should be  encouraged to LINK to it and  access the files directly.
Apart from that I'd have no problem with a change causing the exit not to
be called when the recipient is on the local machine.
