If a REVIEW of the list is done, concealed subscribers do NOT get
included. Otherwise, it means nothing e.g., it does not prevent their
userid from being displayed if they post to the list (or being
recorded in the list's notebook archives (if they exist)), or prevent
list- or host-administrators (NADs) from discovering who they are.
