LISTSERV wants you to forward  the message using the 'Resent-' mechanism,
which the Internet un*x people designed and documented for the purpose of
then not using  it when they wrote mail programs.  The original header is
kept as is, and  the user interface adds a set of  'Resent-' tags for the
new message.  You can't get VMSmail  to do that because  it knows nothing
about RFC822. Maybe ELM has some switch that will make it do that.
