FILTER will block all commands and messages from a designated address that
deal with the list in question.  In short, there's no automated way for
Listserv to block subscriptions while allowing subscription requests to pass.
 
One alternative is to Filter anonymous addresses, and also announce a
policy which says that postings intended to be anonymous can be sent to
you (or other volunteers you might recruit) for manual forwarding to your
list.  Another alternative is to set Subscription= By_owner .  (Either
way is mucho work for you.)
