Though only a list-owner (or maintainer) can do the SET
POST/NOPOST, that operation is different from being
SERVED out.  There are two kinds of SERVE OUT: one done
implicitly by LISTSERV when too many "bad" commands are
received from the user, and the other by the LISTSERV
maintainer.  The former can be restored by any other
e-mail userid by sending the following command to the
host's LISTSERV
 
SERVE userid@node
 
The latter kind of SERVED out can only be restored by
the LISTSERV maintainer.
 
Finally, there is a third kind of list inhibition:
the list's keyword FILTER=
