After some thought I wonder why you need the GENERAL list at all. Just
have the 4 SUB-Lists, and if you have a GENERAL type msg, simply mark that
in the Subject: line like GEN/ADMIN.... Then you send the same msg to all
4 lists when you need to. This will work well if your GENERAL material is
mainly of an Announcement nature (1-way msg maybe with private replies to
special mail-alias. You can always extract the GEN msgs from anyone of the
SUB-List archives if you want to.
If you want general back-forth discussion in the General list however, that
may not work, in which case you are back to having 2 lists and all the
maintenance headaches, or an on-the-fly build as Roger suggests.
