On my lists I have the following in my configuration:
 
* Default-Options=Review
 
This means that when a user first signs up, their messages must be
reviewed by me before being posted to the list.  After they post the
first time and I see that they're legitimate, I turn off the review
option for them with QUIET SET listname NOREV FOR addr.
