It's normal for LISTSERV to send 2 messages, one from the MAILTPL the other
from the separate WELCOME file. If you don't want this you have to cancel
one or the other.
If you want to cancel the msg template from MAILTPL you can add .QQ to the
template:

If you want to cancel the WELCOME file, you have to delete the WELCOME file
entirely. For security reasons, LISTSERV has no command to delete files.
So the way to delete a file is to PUT and empty file. This means you send
the command PUT listname WELCOME PW=??????? and send your msg. No, don't
even hit the enter key, and make sure your signature line is disabled. The
first line of any PUT is discarded as the command line, everything else
that follows (even 1 cr/lf or newline char) counts as file contents. To
delete a file you must PUT a file with no contents, as in none, zero, zilch
etc. Not even a cr/lf or newline (that is something after all...)
LISTSERV will respond that the listname.WELCOME file has been
"successfully deleted". If the response is that the file has been
"successfully stored" then something (maybe your 'helpful' mailer) is
adding things to your msg after you hit send. You may need to check the
configuration or get a better mailer so that you can send proper command
messages, with totally empty contents.
