It  might also be helpful to check that your list (and subscribers) are
defaulting to distribution option FULLHDR.

You list could be setup with different topics: HTML and PLAIN (or more).
The send the message twice with appropriate formatting.  This assumes that
the subscriber is SET to the correct topic.
