It isn't turned off but by default you must be a LISTSERV maintainer (listed
in POSTMASTER=) to be able to use it, unless you have been specifically
authorized as a non-POSTMASTER to be able to use it (in DIST_ALLOWED_USERS=).
(Both of these variables are defined in the site configuration file, they
aren't list header keywords.)
