The WELCOME file and FAREWELL file are plaintext files sent out exactly as you
create them. If you put * in them that's what people will see. There are no
&VARIABLE substitutions possible and no >>> section dividers. That is a good
description of the *.MAILTPL Template file.
Note that it is possible to put your WELCOME message into the $SIGNUP Template
instead of a separate file, in which case, like any template, there may be
reformatting, variable substitution, etc.
